This is a fairly lengthy study of the links between corruption and malign foreign influence. I did not intend to cover all the topics related to corruption, nor to address all the measures to be taken against this “non-linear warfare”, but to point out the precise links between the two.

I come back to the question of global anti-corruption measures that should directly hit certain regimes—measures of a specific nature.

But I mainly develop here the actions that we must take, at the level of the EU, the Member States and the United Kingdom in particular, to strengthen our anti-corruption arsenal in this specific case. You can read here nine operational proposals for governments.
